Satellite Viewable Microscopic Gas Flakes for Underground Smuggling Tunnels Considered

One problem with border security in any nation is the fact that humans can act like gophers sometimes and dig underneath creating smuggling tunnels.
Once they do this they bypass the regular checkpoints and systems, therefore you don't know what is coming in and going out.
Suffice it to say whatever is coming and is probably something that shouldn't be coming in, and whatever is going out is probably something that should go out through checkpoints, but that would cause alarm to the culprits.
Okay so let's talk shall we? In Israel they have to worry about people smuggling rockets into Gaza which may (will) later be shot into Israeli territory (even if they shoot them down).
Missile parts, fuses, and rocket fuel are fairly problematic.
There are other things people smuggle too, but then again they do have checkpoints for legitimate products and services to get across as prescribed by the rules.
Okay that's on one continent, and here on another in North America we have a challenge at the Mexican border where drugs are smuggled across, and people too.
Thanks to great satellite technology we can sometimes find out where these tunnels are.
The only problem is that once you shut down one tunnel or flood it with water, or blow it up and cave it in, someone builds another tunnel.
What you really want to do is to simply find out who's behind all this and stop those humans from causing the problem.
In other words you don't really want to destroy the tunnel if you don't have to, rather you'd be better off just to follow the culprits and find out who they associate with and bring down their organization.
But how can you do that? Well, the other day I was considering this challenge and thinking to myself how I might go about solving this problem.
It seems that if you were quite smart you could use microscopic gas flakes, which would adhere to the clothes, boxes, or anything moving through the tunnel.
Those microscopic gas flakes would be made of a compound which could be readily seen by a satellite, therefore easily viewable, and specifically very easy to track.
No matter where the culprits went, you can easily follow them, and find out their headquarters, all their associates, and bring down the entire group.
You could leave the tunnel there until you caught all the groups using it and then flatten it.
