Certain reports pouring in from the various sources suggest that on May 25, 2012 the Citizenship and Immigration Minister of Australia, Mr. Chris Bowen joined the Energy and Resources Minister, Mr. Martin Ferguson in a proclamation of the first Enterprise Migration Agreement (EMA) of Australia. Reportedly, the nation can now invite up to 1,715 foreign workers on the 457 Visas to its land.

The agreement in question is a project-wide immigration arrangement particularly designed to suit the resource sectors, ensuring that shortages of skilled personnel don't become an obstruction for bigger projects or endanger the jobs in Australia.

The said agreement is considered to be a significant improvement in fulfilling the shortages of skilled personnel for the latest iron ore mining Roy Hill project, which is located in the Western Australia' Pilbara region. Under this deal, the said project is allowed to provide sponsorships up to 1715 personnel for 3 years construction phase via the 457 visa program, while locally these positions can't be filled.

The said report has also mentioned that during the announcement of First Enterprise Migration Agreement it is also stated that though the main concern of Canberra is to provide employment to the native workers, to maintain the sound economic status, there is also a requirement for provisional workers.

In this context, Mr. Bowen was quoted as saying that there is need for over 8,000 personnel in the country during the Roy Hill project's construction phase, which is simply impossible with the native workforce, as there are not sufficient local people to complete the project.

Key points of the EMA

The major points of this agreement are:

• Arranging up to 2000 places for training for people of Australia. It covers places for over 200 trainees and apprentices of the nation, along with preparing more than 100 natives of the country to join the construction sector.

• Creating protection rules to make sure that foreign personnel are given employment after giving employment opportunities to locals of the nation, and that visa holders working on project get the same level of earnings and conditions which is similar to their native counterparts.

• Canberra will also make sure that the overseas workers are well versed with their rights and duties of the workplace, via a precise training program. In addition, the government will also provide information through print, online, and video presentations.

Mr. Ferguson also added that there will be other agreements like this. The introduction of the Enterprise Migration Agreements and Regional Migration Agreements is for allowing the resources sectors to invite foreign personnel when locally skills shortages can't be fulfilled. He continued that these agreements are made to meet the urgent skills needs in the nation, so that the benefits of key projects can be enjoyed.
