State Ratification Conventions

• The ratification process of the Constitution began at the state level. Conventions were held in the 13 states to debate the merits of the Constitution -- and whether or not it should replace the Articles of Confederation. Without nine states ratifying it, the new Constitution would not become the supreme law of the United States.
