China Considered Resisting The Carbon Control Of The Aviation In The European Union

According to a report on of the Hong Kong media on February 5th reports, Beijing government will carry out the trade sanction and will forbid inland airline to join the European Union carbon emission transaction system which has come into effect from January 1. Beijing stated that it was illegal that the European Union integrated the whole world airlines in this system.
The Hong Kong "The South China Morning Post" quoted an official's speech, stating that Chinese Commercial Aviation Bureau was considering taking measures tackling the carbon emissions transaction system, including forbidding inland airlines to join this system.
Assistant deputy secretary-general of China Air Transport Association, Chai Haibo says that China Air Transport Association and the inland airlines have turned to the government for help such as taking the retalitory measure, and several government departments are paying attention to this matter. China Air Transport Association represents China International Airline, China Eastern Airline, China Southern Airlines Company and Hainan Airline.
The Chinese Commercial aviation Bureau's official said that, according to the carbon emission transaction system, the airline will pay the carbon emissions tax in 2013 to, and this enables Beijing to have a period of time to take the action to force the European Union to postpone or to cancel this plan. But this official said that Beijing still would have to determine whether the implementation of the trade sanction to the European Union is practical and feasible or not.
The Bloomberg News agency on 4th cited an Indian commercial aviation official's speech, saying that, India considered letting the airlines refuse to provide the emission data to the European Union to destroy this plan.
The American House of Representatives passed an item of bill, forbidding US airlines to participate in Europe's transaction system. This bill was waiting for authorization from the Senate. Some analysts believe that as these countries still maintain their position against the taxing system and the European Union can nor afford loss of cooperation with these countries even in the aviation field, the game between the tax collector and the tax payer may have to go through a long way to arrive at a final settlement.
The Hong Kong Cathay Pacific Airway Ltd indicated that, the company had not yet decided when to start to collect fees to the passengers because of this transaction plan. A female spokesperson yesterday said the50 Yuan Hong Kong dollars that the administrative President Shi Leshan mentioned last year is merely a guidance.
