- 1). Pick Squirtle at the start of your game when Professor Oak gives you the choice in Pallet Town.
- 2). Defeat the Elite Four at the Indigo Plateau. This is one of the final fights in the game.
- 3). Go to a Poké Mart and stock up on Repels (regular, Super or Max).
- 4). Go to Viridian City and head north to the south entrance of Viridian Forest.
- 5). Set the lead Pokémon in your party as any Pokémon between level 40 and 50.
- 6). Use a Repel and walk 20 to 30 steps in the grass right by the Viridian Forest entrance. If you don't encounter Raikou, enter the building that leads to the forest and go back out right away. Repeat this process until you find Raikou, which will be at level 50.
