- The Home Office has modified five pages of the handbook to correct and update facts regarding immigration during the 1970's, smoking laws, child employment laws and the structure of the Presbyterian Church. Despite making the changes, the Home Office has not issued a new edition. In the modified edition, the legal age to buy cigarettes is 18, not 16 per the old version. You should check the most recent British citizenship study guides as those will have noted the changes to the book.
