    • 1). Create the paper mache paste. Pour two cups of water in a saucepan and bring it to a boil. Add 1/2 cup of all-purpose flour and 2 cups of cold water to the boiling water in the saucepan. Boil the flour and water mixture. Remove the mixture from heat. Add 2 tsp. of sugar, then mix. The mixture will thicken once it cools.

    • 2). Tear strips of newspaper 1 ½-inch wide. Dip the whole strip in the paper mache paste. Wipe off excess paste with your fingers.

    • 3). Place the newspaper strip on an angle on the inflated balloon. Place another strip on an angle so it lays slightly on the previous strip. Continue placing the strips around the balloon until the balloon is covered by newspaper strips, but leave a 2-inch square space on the top of the balloon uncovered.

    • 4). Let the paper mache dry for 24 hours.

    • 5). Cut tissue paper in 2-inch squares. Glue the cut tissue paper in the bottom of the balloon. Put glue on the entire tissue paper square. Create a row gluing the squares side-by-side. Alternate 2-inch squares of tissue paper in your colors of choice.

    • 6). Next, create a second row. Add glue only to the top inch of the 2-inch tissue paper square.

    • 7). Place the squares above the first row. The second row should overlap one inch over the bottom row.

    • 8). Continue Step 7 and Step 8 until the balloon is covered with tissue paper, except for the 2-inch space on the top. Allow the glue on the tissue paper to dry.

    • 9). Press the large pin against the 2-inch uncovered space on the top of the balloon. Create an opening. When you pop the balloon, the round shape should remain.

      Pour in the candy in the 2-inch square opening on the top of the balloon. Punch a hole on each opposite end of the opening. Pass the string through them and knot. Cover the opening with tissue paper.
