Mobile learning is using handheld devices and mobile phones in learning, training and Job Aid. The real use of mobile learning and the big features can be achieved through cell phones and smart phones. It is true that mobile learning include wireless labtops but mobie learning full objectives can't be acheived  unless we use the smart phone and mobile networks. This is due to the fact that mobile phone and smart phones are accessible any time and any where. Every body carry their own mobile phones all the time but few people carry their own labtops and their PCs all the time!

Mobile phones are important to the daily life of any human, non is ready to leave them away. PCs are less accessable than mobile phones and wireless labtobs might be heavy to handel all the time.

Thus, mobile phones are used to collect feedbacks from  large population of learners in a very short period of time. It is also used to provide a "always on " content in your mobile. If you sent an email for 100 thousand student with lecture notes and excersizes then how much time you need to collect them all ? what will be the time needed to collect them through mobile?.

Through mobile you can collect responses in a very short period... but in e-learning you need more time to do it.The slope of a curve in mobile learning when you plot students access vs time , the slope is more vertical than e-learning. e-learning has a more horizental slope that means more time for students needed to access their content through PC.

This article doesnt say that m-learning is better than e-learning but it says that each system has it is advantage and disadvantages and both of them complete each other and enrich the learning process. This article has focused on the access side.
