Nebraska Provisional Driver Permit Requirements
- A driver can apply for a Nebraska POP up to 60 days prior to his 16th birthday, but the license is not awarded until the driver's actual 16th birthday. A POP license expires on the driver's 18th birthday. Only drivers who have held a Learner's Permit -- LPD, School Permit -- SCP, or School Learner's Permit -- LPE -- for at least six months may obtain a POP. In the six months prior to the application, the driver must have less than three accumulated points.
- To qualify for a Nebraska POP, the driver must either pass a DMV-approved safety course or submit a form that certifies 50 hours of driving experience between the hours of sunrise and sunset. The 50-Hour form, which is available at any Nebraska DMV, must be signed by a driver, guardian or parent aged 21 years or older. However, if the applicant previously held an SCP, neither form or course is necessary. DMV office locations and hours can be found at dmv.ne.gov.
- A DMV driving and written test is required as part of the POP application process. However, applicants who have completed and passed the DMV-approved safety course may waive both tests by submitting a Written and Drive Test Waiver form. If the applicant went the 50-Hour form route, the written test may be waived if he drove with a valid LPE or LPD for more than a year. Both the written and driving test may be waived if the applicant holds an SCP.
- A driver with a POP may apply for a regular operator's license if he accumulates no more than three points in a 12-month period. No driving and written tests are necessary to obtain the operator permit, unless the driver waits until his 18th birthday to obtain the license.
- In Nebraska, the penalty for traffic point accumulation is tougher if you are under 21 years of age. If a driver with a POP or operator's license obtains more than six points in a 12-month period, he must attend an 8-hour driver improvement course. If the driver does not complete the course within three months of notification, the Nebraska DMV will suspend his license.
