    Noncommercial Customs Regulations

    • Noncommercial customs regulations allow the importation of set amounts of perfume and eau de toilette for personal use. Perfume testers bringing small amounts of product into the country for noncommercial purposes may import up to 50 g (1.76 oz.) of perfume and 250 ml (8.45 oz.) of eau de toilette without taking additional legal measures. The difference between perfume and eau de toilette for these purposes lies in the concentration of oils, or juice, in the material. Perfume contains a higher concentration of juice than eau de toilette.

    Documentation

    • Before importing large amounts of perfume for commercial or other purposes, testers should contact a German embassy for the proper documentation. Documentation required to import commercial goods includes, but is not limited to, a customs form including company name, place and date of issue; number of packages for import; volume or quantity of materials being imported; terms of delivery; invoice; and a description of all articles. An invoice proving the payment of all required import tariffs is also required.

    Product Certification

    • Commercial products imported into European Union member nations such as Germany must have a Conformité Européene (European Conformity), or CE, marking. CE marking certifies that the product complies with all health and safety requirements, harmonized standards and performance levels as stipulated by the European Union. To obtain a list of these requirements with regard to perfume, contact a German embassy. Once a product has received a CE marking it can travel freely throughout the Union and be offered for sale in approved territories.

    Labels

    • Commercial products imported to Germany in individual containers must be properly labeled for inspection by customs agents upon arrival. Labels are required to list the ingredients, name and quantity of the product in each container. Quantities must be listed in metric units, though can also be labeled in English units for the benefit of the importing agency. All information on labels for products imported into Germany must be translated into German if possible.
