Canada Federal Skilled Worker Program 2013
CIC has recently declared certain amendments to the existing immigration policy in the form of the Canada Federal Skilled Worker Program 2013. The changes to the Federal Skilled Worker Program (FSWP) will take effect from May onwards and would seek radical changes on three accounts:-
1 Put a cap to the influx of applications
2 Prioritize occupation
3 Conduct a more comprehensive educational assessment
The New Federal Skilled Worker Program will start accepting applications from 4th May 2012 as per the new amendments. The changes to the existing FSWP program aim to emphasize more on the official language criteria by increasing the points scored on language proficiency. The applicants are now required of show a better performance on the language criteria as the most important part of the selection process. Also, there is a greater emphasis on a youthful influx of the immigrants. The applicants with a lower age group will now receive more points on the assessment. CIC believes that having a younger lot of skilled workforce will not just increase the cumulative productivity but will also add to the number of years on association. The more agile and responsive workforce should also be able to adapt faster to the volatility of the market. The changes also suggest emphasis on a standardized assessment of the Educational certificates as per the Canadian Education Credential Assessment (ECA). The change should see more points being scored on education for a more realistic assessment of the foreign credentials. CIC also informs of making the employment process more dynamic and responsive of the labour market demands. The Immigration policy should demonstrate a better alignment with the domestic demand of skilled workforce and accordingly manage the influx. The employers are therefore allowed to hire employees / workforce quickly by cutting back on unnecessary procedures. Lastly, the Immigration policies have now placed focus on the employability of the spouse as addition to the points score. The changes to the FSWP program now find the employability of the spouse as addition on adaptability index. The applicants can now see a further addition to their points tally subject to the education, skills and professional experience of the spouse.
The changes in the form of Canada Federal Skilled Worker Program 2013 aim to make the immigration policy more reflective of the economic needs and labour market demands. The recent past has witnessed a big gap in the domestic manpower requirement and the availability of skills. The numbers were always suggestive that there were enough individuals to fill the gap but the skills were never good enough to produce a qualitative output. The present changes are therefore an effort towards enhancing the competence of the skilled workforce. A younger influx of the immigrants, a good appraisal on education and inclusion of Spouses employability should make sure that the labour market demands are well supplied. The changes will take effect from 4th May 2013 as part of the newly framed Federal Skilled Worker Program.
