The Detroit City Council relies on the Michigan Vehicle Code and Detroit's own Municipal Parking Code to regulate parking in the city of Detroit. The Detroit Police Department and the staff of the Municipal Parking Department issue citations to Detroit citizens who violate Detroit's parking regulations. - An individual who parks illegally in a handicapped zone has violated Detroit's parking code and may receive a ticket or have his vehicle towed. An individual who pays a ticket issued in Detroit within 10 days of issuance receives a $10 discount. Violators can pay their tickets online through the Detroit Municipal Parking Department (see resources).
- The Detroit Municipal Parking Department issues monthly parking passes that allow drivers to pay a reduced fee to park in municipal lots. Monthly rates start as low as $65, depending on lot. Customers can make payments between the 15th and 25th of each month for the upcoming month. The Municipal Parking Department manages ten public parking lots throughout Detroit.
- Private businesses that manage private parking lots with more than five parking spaces must accept responsibility for damage to any car parked in their lots.
- An individual who receives a traffic citation can submit a written protest or objection and may request a hearing before the court that has jurisdiction over the violation, or before the administrative hearings tribunal. Acceptable reasons for the protest: "The registered owner was not the registered owner of the vehicle at the time of the alleged violation; and/or there was no violation of a statute or an ordinance pertaining to parking." (Section 55-2-25 of the Detroit Code of Ordinances).
