- 1). Measure the waist of the intended recipient. Cut the elastic 2 inches shorter than the waist measurement.
- 2). Cut the tulle into strips 6 inches wide. Tie the elastic between two chairs.
- 3). Fold a tulle strip in half to create a "U" shape. Pull the tulle by the top of the U behind the elastic. Pull the ends of the tulle through the U, or middle of the tulle to create a slip knot. Pull so the knot is tight. Repeat around the skirt until it's full. Alternate the black and pink tulle.
- 4). Tie the ends of the elastic with a knot.
