Functions That the HR Attempts to Fulfill in Any Organization
- HR staff facilitate communication between employees and upper management. HR staff are partly responsible for promoting the organization's ideals and goals to the employees. This is accomplished through employee manuals, other organization-wide communications and through change management. HR leaders may delegate and control employee activities to ensure that the organization's developmental goals are met. HR staff may also coordinate activities between departments and work groups.
- Job design means creating and defining positions in an organization. Before designing a job, HR staffers may notice a work "gap," which is a void in necessary organizational activities. Job design may also be necessary during a business's formation or restructuring. Job design activities include listing the tasks of a job, designating to whom employees report, creating systems of responsibilities and delegating duties to employees or work teams.
- Staffing the organization requires a number of HR activities. Staffing tasks include advertising open positions, reviewing applications and resumes and interviewing prospective employees. Sometimes, HR managers staff from inside the company by searching for qualified and motivated employees to promote. In both internal and external staffing, HR managers strive to match career needs and employee capabilities to open positions.
- Employee development includes employee orientation, training and career development. Orientation materials help introduce company policy and organizational culture to new employees. Training provides instruction on work task completion and lists what is expected of employees. Career development may include counseling employees on potential career choices and using managerial authority to control employees.
- Often, HR staffers act as liaisons between labor unions and organizational management. HR professionals may attempt to conform to the needs of both unions and the company. HR professionals may facilitate negotiations between union representatives and the organization's upper management.
- General employee support tasks include working to improve employees' work life, raising productivity and solving employment problems. HR staff may provide employee evaluations to let employees learn what they are doing well and suggest areas of improvement. HR departments also structure means of motivation such as compensation, benefit packages, bonuses and awards.
