The Ohio Revised Code regulates operating a motor scooter in the state. These regulations, which are listed by the Ohio Department of Public Safety, include specifications on the types of motor scooter, the definition of a roadworthy vehicle, and age, insurance and license specifications. - The Ohio State Legislature defines a motorized scooter as a vehicle other than a tractor with several other characteristics. It must travel on no more than three wheels, must not have pedals, have an engine that can propel the scooter up to 25 mph, and be intended as a recreational vehicle used for short-distance travel.
- For you to get a title for a motorized scooter, it must be deemed roadworthy. The Revised Code considers a motorized scooter roadworthy if it has a seat or saddle, has no more than three wheels and has working break lights, signals, headlights, mirrors and a horn. The motor scooter must also meet the Federal Motor Vehicle Safety Standards. You must receive a letter from the scooter's manufacturer stating that it meets the standards, or the scooter may come with a sticker that verifies that it does. Present the letter or sticker to the county clerk of courts where you apply to get the scooter titled.
- After you have received the title to your vehicle, you need to purchase insurance for it. Carry your insurance information with you at all times when you operate the motor scooter. Failure to purchase insurance for the vehicle could result in losing your motorcycle license.
- Apply to register your motor scooter at your local deputy registrar's office. After the scooter has been registered, you will receive a motorcycle plate. You must display your plate on the back of the motorized scooter.
- To operate a motorized scooter, you must be at least 16 years old. You must also have a valid driver's license with a motorcycle endorsement or a motorcycle license. The license is valid for four years.
- If you are under 18, you must wear a protective helmet that is safely fastened under the chin at all times when you operate the motorized scooter.
