- 1). Purchase foam core in the desired color. Top hats are most commonly black or gray, but you can create one in any color to match a costume.
- 2). Cut a circle from the foam core. It should be large enough to sit on the head with several inches to spare for the brim.
- 3). Cut a circle out of the middle so the hat will sit on your head. Save the middle circle to use when making the rest of the hat.
- 4). Make a cylinder with another piece of foam to fit inside the hole of the brim. Trim away any excess foam, then glue the cylinder together. The cylinder foam can be cut to the desired height if it seems too tall.
- 5). Put glue along the top and bottom of the cylinder. On the top, place the circle saved from earlier; this is the top of the hat. Place the other end on the brim.
- 6). Decorate the hat with flowers, stickers or ribbon, if desired.
