How to Make a Cute Pinata

Decide what you want your pinata to look. You can choose an animal, cartoon character or a shape, like a star. Whatever you choose, the center of the object should be circular, or the shape of the balloon. - 2
Combine the flour and water in a bowl and mix well. - 3
Cut newspaper into strips. - 4
Pick a balloon that best suits the pinata you plan to make. If you are making a rainbow, you will want a long balloon. For a star, you will want a round balloon. Inflate the balloon. - 5
Dip a strip of newspaper into the solution and remove the excess liquid. - 6
Lay the newspaper on the balloon and pat down. Continue to add wet newspaper strips in a crisscross pattern, covering the balloon. Add two more layers, allowing each layer to dry before adding the next. - 7
Add cardboard to the balloon to create the shape of your pinata. In the example, cone shapes are added around the diameter of a round balloon to create a star pinata. Use masking tape to secure cardboard. - 8
Tape a cord or thin rope around the shape to make a loop for hanging the finished pinata. - 9
Completely cover the pinata with three more layers of wet newspaper strips, as per Steps 5 and 6. Allow to dry. - 10
Paint the finished pinata or add color by adding strips of colored tissue paper that have been dipped in the flour and water solution.
