  Typically, shades extend to cover a window by pulling down from the window's top edge. However, for some applications, it's more useful to have reverse window shades, which retract to the window sill. You extend these shades to cover the window by pulling them upwards. Because reverse shades cannot rely on gravity, they have some kind of hook or tension device to keep them aloft.
